International Road Cycling Race

 

1. Organiser:

Sz-K Sport and Commercial Limited.
7100 Szekszard, Brody S Street 94.

2. Type of the race:

International road cycling stage race for riders over 18 years of age, possessing licence. Total distance of the race is 394 + 42 km, the race is held according to the valid UCI Regulations.

3. Date and place of the race:

The town of Szekszard, Tolna- and Baranya counties. 1999. July 7. - 10.

4. Programme

5. Route of the Stages:

Description of the stages and height difference tables are enclosed.

6. Participants of the race:

Elite and U23 riders of invited foreign and Hungarian teams. Teams are made up of maximum 5 (five) riders, the results of the 3 (three) best riders from each team will be considered in team evaluation. The members of a team must possess licences issued by the same federation.

7. Decision of classification:

The winner of each stage will be the rider who completes the given distance in the shortest time. A photo-finish will assist commissaires in deciding the finishing order.
The winner of the general classification will be the rider whose total time result is the best after the 3rd Stage. The Gala criterium race will not be taken into consideration in the general classification.
The winners of sprints and mountain prizes are the riders who have gained the most points in the sprint and mountain prize sections, further places will be decided according to the number of points. In case of drawing in the number of points, the precedence shall be given to the rider who has gained more points in the most recent race.
The team classification after each stage will be given by the total time of the first three riders of the team who complete the distance in the shortest time, and the best time result will decide. Time bonuses are not considered in team result.
In the general team classification the team's time result for each stage will be added. The winner is the team whose totalled time result is the best. In case of drawing in the time results, the race's general classification placing of the team's three best riders will be added, precedence will be given to the team whose result thus obtained is the smallest.

8. Time bonuses:

10-6-4 second at each stage, except for the prologue where no bonus is given.
At intermediate sprints 3-2-1 second is the bonus for the first three riders. There will be no bonus at mountain prize sections. Time bonuses are considered only in the general individual classification of the race.

9. Prizes:

Individual prizes will be awarded to the 1st-25th places according to the enclosed table. The prizes will be determined according to the regulations of the UCI for 2.6 (B) category. The winning team will gain the GEMENC GP Cup for a one-year period. The team who wins the Cup in a continuous period of three years or in a discontinuous period of five years will gain it finally.
Winners of 1st-3rd places of sprint and mountain prize sections will gain extra prizes.
At each lap of the Gala Criterium Race specially offered prizes will be awarded, the first three riders completing the distance in the shortest time will gain extra prizes.

10. Sprints and mountain prizes:

Place of sprint and mountain prize sections are indicated in the enclosed description of the stages.
Both in sprints and mountain prize: 5, 3, 2, 1 points will be awarded to the first four riders crossing the line.
The Gala Criterium Race is not considered in the collection of points.

11. Leader's jersey:

The leaders of the following categories must wear the identifying jerseys enlisted below:

The jerseys for the first stage will be distributed according to the results of the prologue, in the following way:
The 1st rider will receive the blue jersey
The 2nd rider will receive the purple jersey
The 3rd rider will receive the green jersey
The best Hungarian rider will receive the white jersey.

12. Regulation of the following vehicles:

Numbers for vehicles will be distributed according to the valid general individual classification.

Order of following vehicles:

Leading car-neutral I car - commissaire's car II - field - commissaires's car I - UCI car - neutral II car - following cars according to their numbers - following minibuses according to their numbers - commissaire's car III - ambulance - closing vehicle.

Following vehicles can only drive on the right side of the road, it is obligatory to turn on the lights of the vehicles.
Team following vehicles must not overtake the field on the last 10 km, they must not cross the finishing line, they can park only in the parking zone designated for them.
At Stage 3 the team following vehicles must not follow the field in the smaller lap, they must stop in the parking zone designated for them at Bela Place.
Radio receiver will be installed in the following vehicles so that they could continuously receive the race radio.

13. Time limit:

Time of the winner + 20%. Expect for Stage 3 where overlapped riders will be stopped. Stopped riders will receive the following time losses:

Laps completed until stopping: time loss (minute)
0 (crosses the line once) limit, exclusion
1 (crosses the line twice) 24
2 (crosses the line three times) 15

(The lap starts and finishes at the line painted at the Holy Trinity statue at Bela Place.)

14. Refreshments:

Stage 1.: only from car from the 50th to the 105th km.
Stage 2.: from car from the 50th to the 154th km, on foot on the hill after Manfa, from the 108th to the 111th km.
Stage 3.: from car after the 50th km, there is no refreshing in the smaller lap.
There is no feeding at the other stages.
Refreshing from car is possible only after the commissaire's car.

15. Enrolment:

Enrolment is possible only using the official UCI form by giving the name and licence number. For enrolment the original form and three copies must be sent.

Teams coming to the race should check in at the following address (Boarding House of a vocational school): 505. Szamu Ipari Szakmunkaskepzo Intezet Kollegiuma, Szekszard, Szechenyi u. 2/10. They will receive the race numbers, refreshing materials and information concerning the race there.

17. General regulations:

  1. Riders who have disadvantage because of a bike failure at the prologue do not have to complete the distance and will be listed together with the rider finishing with the worst time, provided they show the bike failure to the nearest commisaire.
  2. Despite the progress of the race, the vehicles designated for the organiser and for the press have to be given free passage.
  3. Only riders having valid membership in a sports club and possessing valid permission from a sports doctor can start in the race.
  4. The College of Commissaire will determine a time limit for the races, riders failing to reach the time limit will be excluded from further races.
  5. Only those riders are allowed to start in the Gala Criterium Race who have successfully completed all stages.
  6. All riders takes part in the competition at his own responsibility, taking in consideration the Highway Code. The organiser takes no responsibility for the possible accidents or damages, and cannot be claimed for compensation.
  7. Changing of wheels or bicycle is allowed only on the right side of the road. Any other assistance is forbidden.
  8. Wearing of protecting helmet is obligatory during the races.
  9. Possible complaints must be made in writing using the form prepared for this purpose, it should be lodged with the President of the College of Commissaires, accompanied with a deposit of 5000 HUF within 30 minutes after the posting of the results at the latest. The College of Commissaires will decide on the spot, its decision is final.
  10. All participants must wear on his equipment, bicycle and following vehicle the advertising material provided by the organiser. Participants failing this provision must pay a fine determined by the organiser.
  11. Teams starting at the Gala Criterium race, the prizes of which is exceptional, will be automatically invited to the next, 26th FIAT Gemenc GP.
  12. Riders who drop behind the field because of falling or bike failure can be driven back to the end of the motorcade following the field in the slipstream of the motorbiker designated for this purpose.
  13. Before the start and after finish every rider has to sign with there own hand the start or finish sheet.
  14. The organisers will provide police, security and medical service during the race at the Race Headquarters.
  15. In questions not regulated here the provisions of the UCI, Hungarian Cycling Federation and the organising association are decisive.
